Student Attestation for Professional Licensure and State Certification Programs
Many professional licenses and certifications are governed by state or territorial regulations that define specific educational requirements for licensure or certification. For this reason, some of SIU Carbondale's programs that lead to professional licensure or certification may not meet the educational requirements of all states and territories.
Federal regulations require SIU Carbondale to determine the state in which a student is located and verify that the program the student seeks to enroll in meets the educational requirements for professional licensure or certification in that state. If the determination of the program concludes it does not meet or it has not yet been determined to meet the requirements for the student’s state of residence, SIU Carbondale cannot enroll the student.
However, federal regulations allow SIU Carbondale to enroll the student if the student goes through the attestation process. The attestation process is designed to help students make informed decisions about their education and professional goals. It also ensures students are fully engaged in the decision-making process with full awareness and consent.

SIU Carbondale is committed to complying with federal and state regulations and providing transparency. SIU Carbondale has established a thorough student attestation process to ensure students understand how its professional licensure and certification programs align with the requirements of various states or territories.
How do I know the attestation process applies to me?
It will apply if you are:
- A prospective or current student seeking to enroll in a program leading to a professional licensure or certification on or after July 1, 2024.
- You are located outside of Illinois (and not moving to Illinois for classes).
- The program you are enrolling in either does not meet, or has not been determined to meet the requirements in your current state, but,
- You intend to seek employment in a state where the program does meet licensure or certification requirements.
Why is completing an attestation needed?
For SIU Carbondale to comply with federal regulations, students are required to complete an attestation before they can be enrolled. The attestation will:
- Identify the state or territory in which they intend to seek professional licensure or certification upon graduation from SIU Carbondale.
- Acknowledge receipt of information from SIU Carbondale that the program they intend to enroll in does not meet or has not been determined to meet the educational requirements for licensure or certification in their current state of residence.
- Commit to seeking employment in a state where the program satisfies licensure or certification requirements.
- Confirm that SIU Carbondale has provided advice and alternative options or resources related to their pursuit of professional licensure or certification.
